She's not really a person-she's a demi-god or a weapon made by the gods. She was reflecting the energy off her bracers (maybe they're vibranium from an alternate universe). And not all soldiers shoot well enough to hit her while she's running. And it could be part of the magic of the bracers that bullets are drawn to them rather than another part of her body (or another person). Also she was holding them over center mass, which is where soldiers are taught to shoot.
